On October 6, an off-duty Fort Collins Police officer, on his way to a work assignment, observed a vehicle driving at a high rate of speed through traffic. The officer followed the vehicle until it parked, then attempted to make contact with the female driver who tried to leave the area on foot. The officer identified himself as law enforcement and, after a brief interaction, physically took her into custody. On-duty officers arrived to assist and collected statements from witnesses in the area.
